Cap % to 99%

It was the great feature 'Cap % to 99%' before i have installed 2.0.0.7223. Now the behavior of the feature which show 09 instead of 9 make it unusable. This feature was introduced to save space in hud, now all these 01 02 03 for small numbers make numbers unreadable and fill much more space in the hud. Could you reverse the behavior like it was in 2.0.0.6866 or make 2 checkboxes instead of 1.

I would like to see 99 in my hud, not 100.
And I would like to see 8 in my hud, not 08.

Giving users the option the numbers will always use 2 digits, or always use the least amount of digits is a more recent request.

The two options will be:
2 options should be:
- Cap % at 99% : this option should replace 100% with 99% like it currently does, but leave numbers 1-99 like they were originally, without leading 0.
- Always use 2 digits: This option should ensure that hud always uses 2 digits, from 01 to 99 (leading zero when only 1 digit is used from 01-09), as well as -- to be the same width when there is no stat value available
