Failing to install PostgreSQL

When I am downloading HEM to my computer NR 2, it is failing to install PostgreSQL. The message is: Sorry, could not install PostgreSQL. What can I do?

If that installer fails to install PostgreSQL, please reinstall PostgreSQL using the following instructions:
A) Start > Programs > Accessories > Command Prompt > Right-Click > Run As Administrator

net user postgres /delete
B) Reboot.
C) Try installing this version of PostgreSQL - http://www.holdemmanager.com/downloads/Postgres_8.3.9-v1.0.7.exe

And if that also fails follow step A and please try this version PostgreSQL: Choose a Mirror (http://wwwmaster.postgresql.org/download/mirrors-ftp/binary/v8.2.13/win32/postgresql-8.2.13-1.zip)
