how do i change the time to pacific standard time instead of est? thanks

You mean the time from the handhistories?

Depends on the site you are playing:

Options->Adjust site import times.

There is another options -> Misc -> Set day stars at to adjust the settings for today and other filters.

when i go to cash games > reports, the timestamps at the bottom show it in est, is there any way i can change it to pst? also, for fulltilt poker client, can i change the time?

Yeah the Options->Adjust site import times is what you want, you just need to figure out the time difference between your poker clients timestamp and your time and offset it
