Got the following when I tried to open HM1
When trying to open the database: unable to read data from the transport connection: An existing connection was forcibly closed by the remote host.

Turn on the secondary Logon. The secondary logon service is a standard windows service which is available on every windows computer. In the latest versions it is not started automatically. You need to start it via control panel > administrative tools > services. Starting it once should insure it works in the future also.
This is usually a firewall or windows update issue.
First try to reboot.
If no help, try this:
Start > Programs > PostgreSQL > 8.x > Stop Service
Start > Programs > PostgreSQL > 8.x > Start Service
If that doesnt help delete the \postgresql\8.x\data\postmaster.pid file, if you see it. And reboot.
If that doesn't help you will have to reinstall PostgreSQL completely / install it manually with the installer from PostgreSQL: The world's most advanced open source database (http://www.postgresql.org)

Gone through the list and reinstalled but still the same result...
can you help fix it remotely?

Install SQL 8.2 http://ftp.postgresql.org/pub/binary/v8.2.22/win32/postgresql-8.2.22-1.zip
And check your hosts file:

Host files is good.
When trying to install SQL on: intialise database cluster
when i hit next I get: Network error: error binding the test network socket: 10013

This is with SQL 8.2?
Which Operating System, Firewall, and Anti-Virus are you using?
Run a manual Windows Update and install all updates, including all .net framework updates.

Try 8.2. 8.2 will always run.

Sorry my bad it was 8.2 I installed as my previous post listed this is what happened:
