Where is "New panel" button?

Hello!
I dont understand this:

When I imported some config layout with "new panel" it had appeared,

But when I chooze another config which I had did, the button is disappears:

Please, tell me what I need to do that button will be always. Thank you!

P.S. I have the small version of HM. And on first screen It must be New Panel at "Display these stats" not New Line

Go to the appearance tab--> select use multiple panels....
and only then does the new panel button is visible
