Sadly I possess only rudimentry skills in the tech department so apologies for any stupid questions.

My postgres version is 1.8.4, is this the latest version.

My database has slowed lately, doesn't retrieve data as quickly now, not really slow but a delay of upto 30 secs. I have done some maintenance periodically ie; vacuum and back up, what should I be doing as standard maintenance and how often?

I noticed recently and dont know if its always been the case but I have a user a/c on my pc called postgres is this correct. My OS is XP professional.

8.4.2 is the latest version.
(I'm guessing you have 8.4.1, which is also fine)

Please update to the latest beta - http://www.holdemmanager.com/downloads/HmBetaUpdate.exe

For W7 and Vista you must set \holdem manager\dbcontrolpanel.exe, holdemmanager.exe and hmhud.exe are started as administrator. Run the windows explorer and navigate to your Holdemmanager installation directory. Right click the executables and select properties... then select "Run as admin" from the compatibility tab. If you have Vista and the checkboxes are greyed out and you can't select it, please turn UAC on, reboot, and then set the files to run as administrator.

Add exceptions to the windows firewall, even if it is off. If you have a 3rd party firewall, do the equivalent or uninstall it temporarily - http://www.holdemmanager.net/faq/afmviewfaq.aspx?faqid=171
