i just installed win7 and am running it on a new partition ( G: ) with all my programs ect on another hd/partition.

i tried running HEM from my old hd ( C: ) and i've gotten the 127.0.0.1 error.

i've only rebooted thus far and it still gives the error.
i am not sure about the location for the other suggestion in the other threads to stop/start the 8.x service.

im wondering if there is a way to get it to work without reinstalling postgresSQL as this partition is not all too large.

There is no other way then reinstalling Postgresql.
You may try to connect to your old data folder as explained in this FAQ: http://faq.holdemmanager.com/questions/71/Reinstall+PostgreSQL+Preserving+Old+Database

if i wanted to backup my hand histories before reinstalling postgresql i would look in my C:/HMArchive folder right? and that should be all my imported hands ever...

also how do i find out what my old version of postgresql was and where to find the installer for it?

- All hands you imported via auto-import should be in the archive folder
- Old postgresql version: you may find an info somewhere in the log files of your old postgresql installation folders: c:\program files\postgresql\data
- you can download all versions of postgresql on PostgreSQL: The world's most advanced open source database (http://www.postgresql.org)
