Hey

Can I delete the "HM processed" files?
Just saw that file is about 15gig

You can delete the content of the pg_log folder. (in the PostgreSQL folder)
The HEM processed file? 1 single 15 GB file, or a whole folder with thousands of files?

If that's your archive folder, don't delete it.
If you recently did a massive import, and never rebooted your computer ever since, the file should disappear by itself.

I am running PostSQL and that data file is about 39gig and do delete (empty) the file you mentioned often.

The "HM processed" file has two folders in it named "2009" & "2010" plus alot of lose file dated 2008 and are all "Text Document" & "TMP files"

That's just your archive folder. DON'T DELETE THAT.
It's normal that folder (and all subfolders) can get 40 GB.
Just WINRAR/WINZIP the entire folder. (save the zipped archive, delete the .txt files)

So am I saving the file incase of a problem with my PostSQL data base?

And when I RAR/Zip it do I save it in the same folder or can I burn it to a disc for a rainy day?

Yes. Your original hands are far more important than the database.

Whichever you prefer. I personally backup those files (and all my other data) to an external hard drive and online backup, daily.
