This is usually caused by a firewall or antivirus issue or some other program interferring with PostgreSQL making a connection.

Restarting the PostgreSQL service should solve it temperarily while you figure out what program is causing the problem http://208.109.95.123/faq/?f=34

The problem is still here when i close my antivirus and my firewall.

When i do :
"Go to Control Panel > Administrative Tools > Services > Then scroll To PostgreSQL Database Server and make sure it’s started and if not Right click PostgreSQL Database Server and choose start as seen below and try again. "

I have the message :
"Windows could not start the servire postgreSQL Database Server 8.3 on local Computer. Error 3: The definite way can not be find"

Also i can't click on run as admintrator holdemmanager.exe and hmhud.exe, the box is grey out and empty.

make sure UAC is disabled http://208.109.95.123/faq/afmviewfaq.aspx?faqid=73

If its greyed out then that means your running as administrator so thats fine. The trouble is from experience we have found that even disabling firewalls/antiviruses still continue to cause trouble and in some cases the only way was to completely uninstall them and reboot and then choose an alternative one.

Ive also not seen the error before though so maybe try reinstalling PostgreSQL after you backup your database http://208.109.95.123/faq/afmviewfaq.aspx?faqid=12 and then reinstall PostgreSQL and then restore the database or alternatively you can just uninstall PostgreSQL and then reinstall it to the same location and when it gets to the database cluster screen untick initialise database cluster and it will reinstall and just reuse the database
