Can't install pginstaller

I find the cause. This error will happen if I select "default" in locale when using no-English version windows. And pginstaller hasn't provide the option to choose others.

For reinstalling SQL to the same DB, follow these steps:

1) Uninstall PostgreSQL from the Windows Control Panel.
2) run the command - start > programs > accessories > command prompt > right-click > run as administrator

net user postgres /delete
4) reboot.
5) Install this version - http://www.enterprisedb.com/products/pgdownload.do#windows
