The secondary logon service is a standard windows service which is available on every windows computer. In the latest versions it is not started automatically. You need to start it via control panel > administrative tools > services. Starting it once should insure it works in the future also.

before you've told me this ive followed what a user has said and i installed poker trakcer 3 and the postgresSQL that comes along with it. however, ive done add remove for PT3 and the postgresSQL and im still having trouble.

ive made sure everything is running as administrator and as you have stated and im still having problems.

i get a couple steps into installing the postgreSQL and it says hte specified data directory is not empty and im stuck here. thanks.

The data directory is from your previous postgresql installation. If you don't need it any longer you can delete it and start the installation again.

If you have a running Postgresql installation from PT3 then there is no need to install it again. Just use the same connection data as for PT3 and create a new database.
