Some kind of Postgresql error

I've just formated my pc, and saved the whole HEM folder so I just needed to install postgresql. I've already updated HEM after pasting the folder into my partition and already ran it yesterday. Today I was going to test if it was still importing okay after installing some pokerroms and this happens

It says something like "Not possible to read data from transport connection"

nevermind..
I've just restarted postgresql and tried launching HEM and it worked.

If you know what is this and give some good input to the future I'd be grateful anyway :D

This happens sometimes especially after Windows and Firewall updates. In most cases a simple computer reboot or restart of the Postgresql service should fix it.
