Can't Open HEM

When I try to load up HEM I get this error message right away:

When I click "OK", that leads me to this..

When I click "connect", this pops up...

When I click "OK" it just takes me back to the second screen. Any ideas on how to fix this?

Reboot your computer,

FAQ #171 that you linked you comment that 95% of the people having this issue are Vista users. I'm one of those people. Then the first step is to "Restart the PostgreSQL Service" and gives a different link. Yet when I click on THAT link, the instructions for Vista users is simply to make sure I'm running everything as an adminstrator. Do I not need to restart the service on Vista? Because following the instructions listed doesn't seem to do anything like that.
