When someone's 3bet is higher than his PFR, does that mean he reraises more than he open raises?

Edit: In the Manual I read "When someone raises Preflop, if someone 3bets this is also counted towards your PFR as well"
Then how can 3bet be higher than PFR?

Ah, I see, 3bet can also be postflop.

A 3bet is calculated from another data basis than PFR, you can't compare them.
If someone 3bets everytime he faces a raises his 3bet value would be 100%. His PFR includes open raises and raises after limpers too.
