Windows 7 - Postgres not installing

I am reinstalling HEM on my laptop and could not load postgresql I am getting the following error during the install:

The 'Secondary Logon' service is not running. This service is required for the installer to initialize the database.
Please start this service and try again.
---------------------------
OK
---------------------------

Any suggestions?

This is a common VISTA/Windows 7 problem.
You have to start the "secondary logon"
To do so: click “Start -> Control Panel -> Administrative Tools”, --> "Services" ---> find "Secondary Logon" and click on that.

Make sure the startup type is AUTOMATIC
and the service status is STARTED
