Does the fold to 3bet stat % below count times when you were not the PFR? ie. either the times when you haven't yet acted but are facing a 3bet or the times when you coldcalled and someone squeezed?

Is this the same for fold to 4bet% and does 4bet% include the times when we cold 4bet?

HEM defines a 3BET as raising the 1st PFR, a 4BET as the 1st PFR re-raising the 3Bettor, and a 3rd player raising the 3 Bettor as ph.preflopactiontype_ID = 5 - 2 Raisers. Therefore, a cold-caller can't be 3Bet or fold to a 3Bet, same goes for fold to 4Bet%, and a cold 4Bet is defined as 2 Raisers.
I try and avoid confusion by always keeping in mind that 3BETS and 4BETS are specifically defined to actions involving 2 players and are NOT the same as a raise, reraise or rereraise.
