Failed to establish a connection to '127.0.0.1'. error need help ?

ive tryed the method in the forum http://forums.holdemmanager.com/manager-general/8182-fix-postgresql-cannot-start-error-127-0-0-1-a.html but its saying that i dont have permission to save in this location, and to contact the administrator to obtain permission..

totally no clue about how to go about that, so could i get some help on this please ?, is there another fix or how do i fix that first suggestion,

Right-click on notepad--> and select run as administrator (on notepad)
