So I'm trying to install postgresql-8.3.msi and when I try to set it up after I unzip the files it says.......This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid windows installer package......

You need to extract the whole zip file to a temporary folder or the desktop and start the installation from there.
