Maybe this was addressed in a FAQ somewhere, but I had trouble finding it. Here is my current layout:

Right now if I move one panel the other five corresponding ones move as well. How can I set it so that that I can move each of the 12 panels independently?

Use Ctrl+Right-Click (Hold) and Drag. That will make sure the movement only affects the current seat's HUD.

Make sure you drag the main panel (the one with the note icon) first. The sub-panel for that main panel will follow. Then you can move the sub-panel for that player.
