HEM will not start?

When i try to start HEM I get this massage:

Xenocode Virtual Appliance Runtime

This application has encountered an error: 0xD00011E
plaese contact the publisher of this applicaion for more information.

What to do?

*Please make sure your Windows Auto Update is fully updated.
*Make sure you have Microsoft .Net Framework 3.5 SP1 installed.
