Why do these 3 values not add up to 100%?

Hello -

I created a custom HUD popup with the following 3 values:

Raise_CB.flop_oop
Call_CB.flop_oop
Fold_to_CB.flop_oop

My understanding is when facing a c-bet OOP a player must do one and only one of the following.

Why do these 3 values not add up to 100% on any player? They generally add up to 110% or higher.

Raise_CB.flop_oop
Call_CB.flop_oop
Fold_to_CB.flop_oop

these stats are based on different sample sizes.
Example if an opponents Cbets 100%, you'll always be able to Fold.
But you're NOT always able to Call/Raise out of position. For example when another player raises/reraises, you can't just "call" anymore.

So since they're not based on the same number of hands, when you add them up, they won't add up to 100%.
