manager not working

I keep getting this error message every time i try to download postgresql-8.3.msi. i get this error message. "This installation package could not be opened. verify that the package exists and that you have access to it (i am the admin so i have access to it) or contact the aplication vendor to verify that this is a valid windows installer application."

anyone else get this error? I have 50K hands saved but havent been able to logg on ny hud since the a/c power cord went out and computer was down for 4 days.

If you only double clicked the postgresql.zip download, you only opened it up in a preview window of sorts. Right-Click > Extract All to your postgresql.zip file. That should create a new folder with the contents, which should allow the setup to run properly. If you have any issues with the windows not having an Extract menu under Right-Click, try www.7zip.org.
