ok two things..
HEM was running fine, and then my HDD started playing funny games. I had to run chkdsk, and after running that, I now cannot start HEM. The shortcut on my desktop now tries to install HEM instead of running it, and if I go to the .exe via program files (and try to run it as an admin), I get the following error

My questions are:
1. Can this be solved without uninstalling and reinstalling HEM and PostgreSQL?(pgadmin seems to run fine)
2. If I uninstall and reinstall, will it count as another use of my code?
3. Would it be possible to get a new code if I have to reformat?
