HEM cannot establish connection to 127.0.0.1

Hi i get this error message. I have done the fix of the host file suggested here http://holdemmanager.net/forum/showthread.php?t=8182. After i click ok on the error it then says i am using vista and so must have uac disabled which it is. It then goes to the postgress logon window.

This started happening a few days ago.
