When I try to start up HEM, it gives me the following message

An error occured while reading the config//HoldemManager.config file: Root element is missing.

Holdem Manager will now backup the old config file and create a new one for you.

When I press "OK" it gives me an error message to either continue or quit, and when I press continue the program freezes

What do I do?

Your config file is probably corrupt.

See this thread - http://208.109.95.123/forum/showthread.php?t=11955

........

Can you follow these instructions:

1) Make a backup of your C:\Program Files\RVG Software\Holdem Manager\Config folder
2) Uninstall HM via the Control Panel
3) Go to Program Files and delete the RVG Software directory, or the equivalent for Vista
4) Reboot your computer
5) Install the complete setup of HM: http://www.holdemmanager.com/downloads/holdemmanager.zip
7) Download the latest patch HM: http://www.holdemmanager.com/downloads/HmUpdate.exe
8) Test if it for a while and see if it work
9) Close down Holdem Manager and copy the config folder from step 1 and copy and overwrite it to your C:\Program Files\RVG Software\Holdem Manager\Config folder
10) Test if it works again for a while

If those steps don't work you will just need to delete the config file. You will have to setup your auto-import folder and a few other things. There isn't anything too important in there.

Thanks for the quick response fozzy

I did everything what it said up to 8 and it seems to be working fine.

Is it necessary for me to replace the config folder though? (Doesn't this defeat the purpose of re-installation?)

You don't need to, no. All it would save you from is setting up the import folders, etc, and your HUD configs. If you wanted to try, you should make a copy of the current (working) config file before you try the old one. Then if you have the same problem, you just dump the working config file back in.

The HUD could be put back in by copying prefs.xml, pospref.txt, and pospref2.txt. This would get your previous HUDs back without loading the problematic HM config file. If you had previously exported your HUD layouts to XML file, you could just import those now to get your HUD configs back.
