Not possible to start HEM

A fellow of pokerstrategy has gotten the error message below. He has installed the actual version and still get the same message:

The specifiede file can't be found. (exeption de HRESULT:0x80070002).

Wrong message, as I support the technical forum of pokerstrategy I commented the wrong post; the fellow made the update, but gets the same error message. It must be something different which causes the problem.

Let him run a manual Windows Update.
Install ALL updates. Reboot
Run another Windows Update
Install ALL updates. Reboot.
(repeat process)

Until ALL .net framework updates are installed.
If that doesn't resolve it, manually reinstall .net framework:
please reinstall your Microsoft .NET Framework:

1) Run http://rvgsoftware.fileburst.com/dotnetfx_cleanup_tool.zip
2) Install this one: http://download.microsoft.com/download/2/0/e/20e90413-712f-438c-988e-fdaa79a8ac3d/dotnetfx35.exe
