PostgreSQL Cannot Logon

I have no idea what im doing wrong as I have gone through every FAQ and done exactly as it said and still can't logon.

When I run Holdem Manager and go to connect to PostgreSQL it says a connection can't be made.

I have windows vista fyi. Any help or suggestions would be much appreciated
