HUD: HM doesn't save panels positions and "lock layout" issue

HM save some panels positions while other 2 panels are messed everytime I restart HM.
I also noticed that the "lock layout" feature is not working properly: I selected it, and after I restarted HM that feature isn't selected anymore. Seems that HM can't save actual settings
