2 questions on stats please

I have holdem manager, and I cant seem to be able to be 100% sure.

My questions are about the '3Bet %' and the 'Fold to Cbet'

1)Does the 3Bet% represent the number of times he raises Preflop, or the number of time he raises on any street?

2) Does the 'Fold to Cbet' represent when he folds when WE Cbet first, or when he Cbets then we raise then he fold to his Cbet?

3bet % is the percentage of times he raises a PFR, ifs not total hands / times he 3bet its total oppurtunities to 3bet / times he 3bet so if there is a limp in front or someone already 3bet then this is counted towards the total opportunities.
