Tablescanner keeps auto opening more tables beyong the max table limit

I have auto action on to join tables with my specific rules and set a max limit for both joining and opening at 6 (since that is the table cap at 888)

However, tablescanner keeps trying to force the opening of more tables. Ive tried setting the table limit to lower values but that doesnt work either.
