I wrote at "amount of blinds" 2,2 and 2,7, it has become 22.00 and 27.00 after restart
and why the environment does not respond to changes in sizing w/o restart (after creating new def)?

You have to enter 2.2 or 2.7.

Make sure you save the definition (file->save or CTRL+S) and the test environment will use the updated version. Just saving the sequence is not enough.
