I've seen on a friend of mines hud, that he can get pie charts to pop up, showing what his opponent has show down in the past in certain spots.
How would i go about adding this to my popup?

The one your friend is referring to looks similar to this
You don't add those to the popup, they are generated automatically as tooltips when you hover over the post flop range listing of any note, assuming it has a post flop range listing. You need to be using NoteCaddy 2.5 or newer. Also, if you were using NoteCaddy before the release of 2.5 you need to reset your notes as the data wasn't generated before

Is there anyway to make the piechart come up over specific stats, ie, donk bet, check raise, cbet riv
They will come up for any definition that uses the $flophandrange, $turnhandrange, $riverhandrange variables. Here is more information about variables NoteCaddy Variables - Assaultware Wiki
You have to make your own note definitions or look in the Definition Digest - Assaultware Wiki if there are some for charts you want to see

Since I've done all that no notecaddy notes are being shown in my popups, only the bet size scatter graph.
Have I done something wrong?
I don't know what exactly you did. I gave general information about variables and definition creation. Did you make new definitions? Did you modify existing definitions? Did you run pending tasks? The last article I linked to is a step by step process. If you follow every step then you should never be surprised by nothing appearing on your HUD. Please give more details so I can give a better answer.
