Steal Stat - question.

I can read on definition of Steal - Steal When someone raises from the CO, BTN or SB when the pot is unopened.
"when the pot is unopened" . If someone limps in does the pot still be unopened?
So you are only stealing if no one raises before you is it right ?

Example:

everyone folds to CO; CO limps; BU raises. Is BU stealing ?

There can be no limpers in front of your raise, or your raise isn't a 'steal'.
