I am getting an error at step #3.
When I choose language and press start I get ab error something like this: "The msi-file could not be opened. Check that it exists and that you have access...."
I run vista home basic BTW.
Any suggestions?

Have you extracted the content of the archive file before installing?
I believe so. I have opened the postgresql-8.3.msi file directly from winzip and from a new folder i made and extracted it to with winzip.
In winzip youll need to choose extract to, choose a folder to extract it to, then close Winzip and run it from the extracted folder

That is what i tried to explain. I already did that.
I guess it has something to do with windows, but I am not sure.
Ive noticed occassionaly that downloads can finish early and give the impression they are complete so try deleting the download and redownload it again and check what the total size is and see does it download the full file.
If the problem persists then try another version of postgreSQL
