postgreSQL error

I keep getting this error; failed to establish a connection to '177.0.0.1'

I have done this multiple times

I uninstalled norton 360 and turn of windows firewall and windows defender and still nothing.

when I try to re-install postgresql I keep getting an error saying the name postgres is already created. also when I go to control panel-administrative tools-services postgresql does not show up anywhere. I have no idea what I am doing and I know I must not be doing something right. I have been trying to fix this for like 6 hours pleeeeeease help me.

HM is on 127.0.0.1. Not sure if it's the trouble.

And when you reinstall postgreSQL, you have to change every "postgres" user by "holdemmanager" for example.
