I want to backup my database and get the following error when I try to log into the sql database:

The server doesn't accept connections: the connection library reports
could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "127.0.0.1" and accepting TCP/IP connections on port 5432?

Are you on Vista?

i can't restart now cause I'm doing a backup of my entire files (and therefore also wanted to save the sql database).

Sounds like something is blocking access to PostgreSQL, most of the information in the FAQ Alan linked to is applicable to XP aswell so try any of those steps, maybe start with a reboot in case its something simple
