HEM won't open at all.

First, let me say that I hvae Windows Vista. Um... User Account Control is off, so I don't think anything related to that is the problem.
However, I think this is a coincidence, but, since I turned User Account Control off, my internet service has slowed almost to a crawl, making it increaseingly difficult to play poker, with all the disconnections. It could be my imagination but there also seem to be a whole lot more services/ processes (eg: a lot of svchost processes that use a lot of RAM). That may be unrelated. Anyways, here's the message:

When I try to open HEM, I get this message titled "Microsoft .NET Framework:

"Unhandled exception has occurred in your application. If you click Continue, the application will ignore this error and attempt to continue. If you click Quit, the application will close immediately.
