fold to 3bet higher IP than OOP??

I made a special pop up for "fold vs 3b" and it seems that most people have a higher value on "fold vs 3b.CO.ip" than on "fold vs 3b.CO.blind".

Does "fold vs 3b.CO.ip" mean the percentage when someone has opened in the CO and he gets 3bet from the blinds? It seems odd that most players would fold more when they are in position than out of position..

You should also keep in mind that fold vs 3bet is relative to PFR.
