Can't open HEM

[sp_orbital]

HEM1 recently froze while running and so had to forcably close it. now when i reopen it, it comes up with an error message saying
"Unable to read data from the transport connnection: An existing connection was forcibly closed by the remote host"

then when i click ok it takes me to PostgreSQL database control panel and when i click connect it comes up with

i tried reinstalling the update but that did nothing. any help would be appreciated
