Please close HEM, rename/delete prefs.xml file in C:\Program Files\RVG Software\Holdem Manager\Config, and then start HEM back up.
If it still does not work then try installing / repairing the Microsoft .net framework version 3.5

In the folder "config" a lot of archives were missing,I pasted them from another PC and opened el HEM, but it asked me for the serial number and the one I had before says its an error and is blocked, thus I cant open the HEM

I'm having the exact same problem, have the most recent downloads and even when i uninstall and clear the files, and reinstall, same message appears. My config files are missing it seems. Can i download the contents of the config file seperate?

You can install Holdemmanager on another PC and copy it from there.
