HEM2 not installing in fresh version og w8.1

Hi

Just formated my C: drive and installed W8.1 (had W8 before where everything ran smoothly). I've downloaded version 7990 of HEM2, but when I click to run the .exe file, nothing happens. Tried to get the file running by double clicking it, right click and then click Open, and also right click and then click Run as Administrator. My computer asks me that it's a security risk and if I want to continue. I press ok, but after this nothing happens.

I've checked my task manager, but it doesn't appear to run there.
I've tried turning my machine on and off again w/o it helping.

Please help me out.

Right-click the setup file, go to properties, unblock it.

You can turn off smartscreen.

Disabling smartscreen worked.
I turned it back on after installing and now it runs smoothly.
