if you use a post-XP version of Windows, there's a clipboard manager widget that is pretty awesome. Among the features is a "roll your own" time script language. So I have
MM.dd.yy o6 '4) '
and
MM.dd.yy FR '4) '
saved as plo 4 and plo FR. Then when I'm going to play one of those, I select it in the cb manager. It fills in the date for me, and I'm just a ctrl-v away from a good label. {The quote business drops a space in so my note doesn't)start right next to the parenthesis.}

You can also use note-abbs auto hotkey to set a hotkey that will change a string of characters into a longer string.

So you can set a base that comes up when you type something like #notes and it creates your standard setup, then you fill in the rest.
