Those 3 stats Fold, Call, 3-BET shouldn't they add up to 100%. Why is the sample on the 3-BET less than the Fold and Call?
Or am I not interpreting the stat correctly?

Those 3 stats Fold, Call, 3-BET shouldn't they add up to 100%. Why is the sample on the 3-BET less than the Fold and Call?

Likely there are less samples, because you don't always have the opportunity to 3bet.
When the CO steals, and the BTN 3bets, the SB and BB will still have the opportunity to fold and call... but they no longer have the opportunity to 3bet.
